Do Not Call Registry (DNCR)

DNCR: The National Registry

The Do Not Call Registry (DNCR), introduced in September 2022, helps protect customers from unsolicited telemarketing and promotional calls, supporting a safer and more secure communications environment.

Businesses and telemarketers must not make promotional calls to customers registered with the DNCR, regardless of prior consent. Organisations must comply with the Voice Spam Policy – DNCR to avoid regulatory action.

Important: Effective 1 September 2026, additional enforcement measures apply under the Voice Spam Policy – DNCR, including black points, the Do Not Originate Register (DNOR), regulatory fines, and trade license-level restrictions for non-compliance.

How does it work?

Telemarketers are prohibited from making calls, even from a personal number, to customers registered under the DNCR Directory.

This is regardless of whether or not they have obtained any prior consent. Phone numbers which fail to follow this directive will be subject to telecom services revocation and further reported to the concerned authorities.

The Do Not Call Registry (DNCR) is a controlled platform governing and protecting individuals from unsolicited or malicious calls. This platform comprises a list of telephone numbers of individuals who do not wish to receive promotional telemarketing or spam calls. This has come into effect to create a safer communications environment.

Consent is the explicit approval of a subscriber or customer to receive promotional, sales or telemarketing calls.

Under the current DNCR regulations, telemarketers may not contact individuals listed under the DNCR, even if prior consent has been obtained.

Before making promotional calls from either personal or company-registered numbers, an organisation must verify that the telephone number is not registered with the DNCR.

With effect from September 2026, Organisations must regularly verify that the telephone numbers they intend to contact for promotional purposes are not registered with the DNCR. To check the list, please log in to Business Online Portal, navigate to the 'Settings' Tab, and click on the 'Promotional Calls Settings' icon to check the status.

Organisations can create an account and check numbers under DNCR by logging in to the Business Online Portal and navigating under the ‘Settings’ Tab. You will not be charged for accessing the DNCR list.

Businesses that violate the Voice Spam Policy – DNCR may face regulatory action, including:

  • Black points assigned against the offending mobile number or fixed voice pilot number.
  • A line entering the Do Not Originate Register (DNOR) after accumulating 5 black points.
  • Outgoing calls being barred for numbers listed in the DNOR.
  • A regulatory fine of AED 5,000 per number, which must be paid before the number can be removed from the DNOR.
  • Trade license-level enforcement after accumulating 25 black points, including restrictions on purchasing or activating telecom services.
  • For fixed voice services and SMB bundles, black points are assigned against the pilot number.

The Do Not Originate Register (DNOR) is a regulatory control applied to numbers that repeatedly violate the Voice Spam Policy – DNCR. Once a number enters the DNOR, outgoing calls from that number are barred until the applicable regulatory requirements have been fulfilled.

A mobile number or fixed voice line enters the Do Not Originate Register after accumulating 5 black points due to violations of the Voice Spam Policy – DNCR. For fixed voice services and SMB bundles, black points are assigned against the pilot number.

To remove a number from the Do Not Originate Register, the applicable regulatory fine of AED 5,000 per number must be paid. Once the payment has been completed and all regulatory requirements have been met, the number may be removed from the DNOR.

Effective 1 September 2026, if a trade license accumulates 25 black points, it will be restricted from:

  • Purchasing telecom services for all active numbers.
  • Purchasing or activating any new telecom numbers within the UAE.

DNCR is an active platform in compliance with the regulatory framework to protect customers from Spam Calls. Under the current DNCR regulations, individuals may no longer receive any promotional calls as long as they are enlisted under the DNCR.

You may register your mobile number within DNCR to disable/block calls from businesses. Should you still continue to get contacted by telemarketers, you may raise a complaint against the specific business.

A) To unblock calls, please SMS ‘UDNCR’ to 1012. Similarly, you may send an SMS to 1012 with ‘IDNCR’ to inquire about your number’s status.

A) Your registration will never expire. We will only remove your number from the Registry if it's deactivated and reassigned or if you have specifically asked to remove it.

A) Once registered, your number is immediately updated in the Registry. You should stop receiving unsolicited promotional calls soon.

A) No. The Do Not Call Registry solely prevents all unsolicited sales/promotional calls by sharing a list that tells telemarketers what numbers not to call. We cannot stop or block calls from businesses that choose to ignore it; however, if such an incident should arise, you may raise a complaint by calling 101 for Consumer or 800 5800 for Business, following which necessary actions will be taken.

A) If you have registered your number in and you are receiving unsolicited promotional calls, you may raise a complaint by clicking here or by calling Customer Care at 101 for personal numbers, or 800 5800 for business numbers.

A) The process for blocking a number may differ depending on the type of device, i.e. Apple, Samsung, Huawei, etc., but the option to block calls from the device itself is available in each. Apple users can simply go to their phone settings and choose to Silence Unknown Callers or update a number under Blocked Contacts that they do not want to receive calls from. Similarly, Android users have the option of using Call Screen or Smart Call, to screen calls from individuals who are not in their contacts.
